Himanshu Chawla is a seasoned regulatory expert in the power sector, specializing in policy analysis, tariff determination, and strategic regulatory frameworks. With a diverse experience spanning government, consultancy, and private utilities, he brings a data-driven approach to energy sector reforms. Currently serving as a Senior Specialist, Regulatory at PFI, Himanshu assists policymakers, regulators, and utilities in conducting scientific, data-driven research to drive effective decision-making. Previously, he was the Joint Director at the Delhi Electricity Regulatory Commission (DERC), where he played a key role in tariff structuring, regulatory frameworks, and strategic assignments. His consulting expertise includes working with ICRA Management Consulting Services Ltd., handling regulatory projects for state commissions, government agencies, and private utilities. Earlier in his career, he contributed to Deloitte Gurgaon, leading projects on demand forecasting and merchant power pricing for India’s 12th and 13th Five-Year Plans. Himanshu holds a specialization in Power Management from NPTI-Delhi, Ministry of Power, GoI, where he developed financial models for large-scale thermal power plants. His technical foundation includes a two-year tenure at ESSAR Group’s 1200MW Salaya Power Plant in Gujarat, overseeing BTG, EBOP monitoring, and high-value switchyard costing projects.
