Mr. Sushil Kumar is an officer of the 1987 batch of Indian Telecommunication services (ITS) and joined Department of Telecommunications (DoT) in 1989. He graduated in Electronics and Communications Engineering in 1987 and Master in Computer Science & Technology in 1988 from University of Roorkee (presently known as Indian Institute of Technology Roorkee). He is currently posted as Dy. Director General in Telecommunication Engineering Center (TEC), and heading the Internet of Things (IoT), division. Prior to this, he served in various parts of the country, as a head of business units and districts for around 22 years in BSNL. He designed and provisioned the telecom networks for various e-Governance projects and corporates and also for CWG cycling event and F1 racing car event, while working in BSNL Noida. In his current role, he created framework for finalizing specifications in M2M (Machine to Machine) Communication / IoT (Internet of Things) with multi stakeholder’s participation and released 12 Technical Reports in the last 4 years. Recommendations from these reports are being used in policy /standards for the development of eco system. He chairs National Working Group (NWG) -20 in TEC, mirror committee ITU-T Study Group (SG) -20 on IoT and its applications in Smart Cities and Communities and also the LITD 27 in BIS, mirror committee of ISO/ IEC JTC1 SC41 on IoT and related technologies. He attended several SG-20 meetings. IoT use case document having five use cases submitted & presented by him, from TEC, India, has been converted into standards in ITU-T SG-20 meeting, Dec 2018 and published as ITU-T Recommendation Y Suppl. 53 (12/2018). Smart City use case document having use cases from Japan, Korea, U K and India has been approved in ITU-T SG-20 in Dec 2019 and is being published as Y. Suppl. 56. He has worked as an editor in both the documents. He was the member in the groups formed to prepare National digital communication policy (NDCP) and HLF-5G documents. He is also the member in related groups in BIS and TSDSI; and in Niti Aayog for finalizing technology for Intelligent Transport System. He has attended around 75 National / International conferences on IoT, 5G, Smart cities, Digital transformations and related topics, as a speaker / chair / moderator.
